Meeting NotesFebruary 12th, 2007Tonight' meeting took place in a virtually empty City Council chamber. Besides myself (with chief assistant Shauna) and John Lane from the Humboldt Beacon, the only other people present were four of the commission members and John Miller, Acting City Manager. There was some confusion as to who would take the minutes as the person who had volunteered to be the new secretary, Carol Hill, was not present. Commission member Judy Pierett took the minutes in her place. The commission members were updated on the status of the $35,000 grant which is going toward the tennis court and surrounding area for improvements. The project has not yet gone out to bid. *The tennis courts seem to be used frequently by some local young men playing soccer, especially when the field is wet. It would be a real shame to see the much needed improvements be ruined by people playing soccer. The $220,000 grant is going towards the long talked about running track at the school. Miller pointed out the fact that in order to qualify for city grants, the project would need to be under the "effective control" of the city. This will require a written use agreement between the school and the city and enable the property to be used in non-school hours. The area is hoped to be used in the future for community events and wellness campaigns. The annexation update was quite brief, understandably so. The annexation is on hold currently as Pacific Lumber looks at the formation of a community services district (CSD). The CSD will cost Palco a great deal less money than the annexation to Rio Dell so that is the preferred option. *we are perfectly happy that the annexation is effectively over. It never made a lot of sense for Rio Dell but made perfect business sense to Palco if they were allowed to ignore the needed infrastructure repairs. John Miller and the city did the right thing when they insisted the repairs be made prior to any annexation agreement. Miller will be sorely missed from City Hall as he was doing a fine job. The commission then discussed the ordinance which creates the Parks & Recreation commission. The current mission statement has a reference to organizing activities, which the commission does not do. They allow the use of public facilities by other organizations which hold the various events. It was decided to leave the wording alone. The review of assignments was next with only one change proposed. Carol Hill had volunteered to act as the commission's secretary. She was not present tonight but was approved as secretary. New business began with Council Member Mike Dunker informing the commission about a letter he had recently received from a local HSU student. This student expressed their interest in helping the city with any future grant applications or research as this would help satisfy their requirement in college. Rather than write a useless grant application paper, the student would prefer to work on a real application and this would also assist the city. *It sounded like a very nice offer which could also help a student. There was also discussion of an interest by a local citizen in using the tennis court area for dog training area. There are currently no procedures in place for community usage such as classes on city property. There is also the issue of liability insurance. The person making the dog training proposal does not have their own liability insurance so that would put the responsibility on the city. Any future proposals for usage of the city property should require the organizer to have liability insurance or a deposit. |
